Dr. Rozelle has been working in the field of applied psychophysiology and biofeedback since 1990. He is a licensed and certified psychotherapist, a Board certified neurotherapist, a Board certified Quantitative Electroencephalography Technologist, (QEEGT), a Diplomate in Neurofeedback, and QEEG. He has presented at state,national, and international conferences and has several publications, including “Neurotherapy for Stroke Rehabilitation” Biofeedback and Self-Regulation, (20) 3, 1995.
After obtaining his Doctorate from the University of Florida in 1978, Dr. Rozelle worked in various clinical and administrative capacities in the field of addictions. While serving as Program Director at Anabasis, an innovative addictions treatment program, Dr. Rozelle investigated a newly developed approach to alcoholism treatment called alpha-theta brain wave training. After studying the technique at the Menninger Institute in Topeka, Kansas he enjoyed tremendous success with brain wave training for addictions. He later was able to apply the technology to help a colleague recover from a stroke. Since then, Dr. Rozelle has worked with a wide variety of conditions including stress disorders, neurological disorders, depression, anxiety, chronic pain, attention deficit disorders, as well as addictions. He also works with high functioning people who want to optimize performance.
Dr. Rozelle has presented lectures and workshops on a wide variety of topics including, neurofeedback treatment for stroke, traumatic brain injury, and trichotillomania, QEEG, peak performance training, and transformational experiences. He has also led workshops on combining peripheral and EEG biofeedback and on Brain Music Therapy.
Dr. Rozelle has been an active member of the Association of Applied Psychophysioloogy and Biofeedback (AAPB), the Biofeedback Society of Florida (BSF), and the International Society for Neuronal Regulation (ISNR) since entering the field. He was recently elected to serve on the Board of Directors of the Biofeedback Society of Florida. He is a pioneer and innovative thinker in the application of neuroscience to mental fitness training.

Rachel Toomim, A.P., has been practicing acupuncture for over 18 years. Because of her extensive experience in addictions and drug court consulting, she was brought to Florida by the 12th Judicial Court to design and implement drug court programs for both Sarasota and Manatee Counties. Her current practice is within an integrated treatment setting where she shares a close association with several respected healthcare practitioners. Provider disciplines include psychotherapy, neuro- & bio-feedback and massage therapy. She serves as an elected board member for both the National Acupuncture Detoxification Association (NADA) and the Acupuncture and Oriental Medicine Alliance, a 503(C)(4) Public Welfare Organization.
Family Practice
Rachel Toomim treats men, women and children for a wide variety of disorders. She has advanced training in immune disorders, the treatment of cancer and other tumorous growths, women’s and men’s health—including fertility, menopause and andropause, digestive disorders and obesity, pulmonology, rheumatology and other pain disorders and is involved in an on-going and in-depth study of the ancient classical texts of acupuncture and Oriental Medicine. Twice each year she participates in a small group of practitioners who engage in extensive study with the world’s foremost scholar of acupuncture, Tran Viet Dung MD. These studies contribute to her advanced knowledge and understanding of acupuncture and her ability to use it as an extremely powerful healing tool.
Addictions/Mental Health/Public Health
Ms. Toomim is recognized as an experienced innovator in the addictions and criminal justice fields, receiving the distinguished Chief Justice Commendation from the Supreme Court of Florida. For over thirteen years she has consulted and trained judges, prosecutors, public defenders, correctional officers and treatment professionals throughout the country in implementing criminal justice programs. Her programs in California, Nevada, Texas, Vermont and Florida have drawn practitioners from around the world.
To bring greater attention to the need for treatment of people with addictions, Ms. Toomim created an international event in May 2001. Sixty sites including the United States, Mexico, Canada, Germany, the United Kingdom, India, and Australia participated in an almost simultaneous treatment experience based on the acupuncture “wellness protocol.” This event has become part of the annual celebration of Acupuncture and Oriental Medicine Day as a coordinated effort between the two national organizations for which she serves.
Teaching
Ms. Toomim educates medical and criminal justice professionals in the use and implementation of acupuncture, clinically and programmatically. She served as a faculty member of the Acupuncture for Physicians Program at the University of Miami School of Complementary & Alternative Medicine. Other national trainings include Acupuncture, Oriental Medicine, addictions/mental health treatment and annual trainings for the Acupuncture and Oriental Medicine Alliance and NADA.

She has 20 years of experience working with diverse populations in various settings. Neysa's interests include health and wellness, behavioral medicine, and stress-related disorders, biofeedback, addictions, anxiety, phobias, weight management, compulsive disorders, and related affective and behavioral disorders.
